CONSULTATIVE WORKSHOP ON NATIONAL TECHNICAL REGULATION ON CLEAN WATER QUALITY

On 17th April 2018 in Hanoi, with the support of the Finnish Water Forum through the project "Developing Water and Sanitation Sectors in Viet Nam through New Partnerships", the Vietnam Water Supply and Sewerage Association has coordinated with the Vietnam Health Environmental Management Agency - Ministry of Health to organize a consultative workshop on consultation on National Technical Regulation on clean water quality.
 
 

Participating at the workshop were Mr. Duong Chi Nam - Deputy Director of Health Environment Management Agency - Ministry of Health, Assoc. Professor Dr. Nguyen Hong Tien - Former Director of Administration on Technical Infrastructure - Ministry of Construction Cum. Vice Chairman of Vietnam Water Supply and Sewerage Association, representatives from the Embassy of Finland, the World Bank, the World Health Organization in Viet Nam, the Ministry of Planning and Investment, the Ministry of Construction, the Ministry of Agriculture and Rural Development with many experienced scientists working in the water supply and drainage sector and many of the leaders of the water supply companies which are members of the Vietnam Water Supply and Sewerage Association.

The workshop was organized for the purpose of soliciting input from scientists, decision-makers and enterprises in the water supply sector on the Draft National Technical Regulation on Clean Water Quality For the daily life" was prepared by the Health Environment Management Agency - Ministry of Health in replacement of the " QCVN 01:2009/BYT: National Technical Regulation on drinking water quality ", and QCVN 02:2009/BYT of the Ministry of Health.

Since 2009, QCVN 01:2009/BYT, and QCVN 02:2009/BYT have been implemented with certain results. However, after nearly 10 years of socio-economic development, there have been many changes in science and technology development, especially in the water treatment technology which have been developing, with the improvement in number of field, such as the testing and evaluation capacity of the water supply enterprises; Community awareness of water usage, water savings as well as demand for being supplied with quality-improved water have been increasing. On the other hand, the impacts of climate change, pollution of water sources caused by many causes, salinity intrusion, chemicals, etc., the reserve of ground water is decreasing ... these facts showed that the technical indicators on these two regulations are no longer appropriate, the method of identification and monitoring regime should also be studied and changed.
 

After listening to the draft regulations and draft circular on clean water, hygiene inspection and supervision for purposes of daily life, from the representatives of the National Institute of Occupational and Environment Health (NIOEH) and the Health Environment Management Agency - Ministry of Health, many comments have been made to contribute to the two draft documents. It was basically agreed that the drafting of the National Technical Regulation on the clean water quality used for domestic purposes is essential, which will be the foundation for the regulators to monitor the operation of clean water facilities as well as the driving force for these clean water facilities to improve the quality of products and ensure the health of the people.
 

To conclude the seminar, Assoc. Prof. Dr. Nguyen Hong Tien said that "Vietnam Water Supply and Sewerage Association highly appreciated the research role of the drafting agency on regulations and circular, however, for these documents to be applicable in practice, there are a number of contents to be completed and supplemented such as the regulations to clearly define the responsibilities of the relevant agencies, especially the responsibility of the water supply facilities; Studying, reviewing and supplementing a number of compulsory indicators such as turbidity, color and odor, etc.; remove some unnecessary indicators. For the list of selective criteria, there should be specific regulations on the authority to propose, evaluate and decide on: monitoring and inspection (frequency of monitoring, reporting, conformity announcement); the implementation schedule should also be clarified; This regulation should also be consistent with some relevant standards of the Ministry of Construction, Ministry of Natural Resources and Environment, etc.
